The critical flaw in democracy is that people are inherently hedonistic creatures willing to cause undue hardship upon their fellow man to elevate themselves. Even when they do act in the interests of the whole, their judgment is impaired by their ignorance and the decisions they make will invariably lead to more harm than good. This is because hedonism and ignorance are byproducts of the human instinct of greed.
Greed served mankind well in the early days as its ancestors lived in caves and fought for survival every minute. Then, it was the manifestation of safety; enough food not to have to hunt, safety from predators, comfort from the elements. That drive was crucial to keeping the species alive. But as humanity developed civilization, its environment changed. The new artificial world of towns and cities, tools and weapons, agriculture and industry, and universal surplus has satisfied those necessities.
Yet greed remained. Unable to adapt so quickly to that new world where its purpose was now null and void, it continued to poison man's mind and drove them to commit terrible, destructive acts upon one another to feed an addiction they didn't understand. This mental, cancerous appendix still remains in man's brain, and for that reason society cannot afford to accept members who still willfully subscribe to its corrupt influence.
This became apparent as democracy was driven to ruin by the greed of its constituencies, and from that dark age rose the Civil Conglomerate. While democratic republics would be run by officials just as corrupt as the people who elected them, in a single, unified meritocracy, the nation's leaders earn their authority through social contribution and their own capability, rather than popularity. With that, only the best qualified to organize and command society do so. But this is not exclusive to government.
Society as a whole must subscribe to this doctrine of meritorious membership. While the arcane policies of the past wasted valuable resources on its least-productive—even counter-productive—members, mankind cannot sustain itself by feeding such cancerous demographics. Only those who've committed to contributing to civilization's advancement can be invested in with its benefits, for those who're still ruled by their own greed will bleed it dry and pave the way for other leeches to feed off it.
In order to achieve their own unmerited gains, these drags on society establish a convenient means to do so. This was obvious in the bygone era of democracy, as greed drove entire populations to demand undeserved entitlements and created an unsustainable system of universal decadence. Even those who've justly earned the trappings of civilization are susceptible to its dark temptation. Greed is, indeed, a disease, and therefore must be guarded against.
As man continues to struggle to evolve beyond this crippling handicap, it will make every effort towards resurgence. Greed's every incarnation must be recognized for its dangerous implications to civilization and dispatched with extreme prejudice. But these efforts cannot be applied to every individual, for they require the foundation of a commitment to communal contribution. Beyond those loyal to civilization's advancement, there exists a means to manufacture the circumstances under which greed is, in fact, good.
Society cannot afford to become complacent and content with its present condition, for that is fertile ground for greed's destructive practices. Once the greedy mind realizes the welfare of another is not directly beneficial to it, they will be willing to sacrifice it in their own pursuits. However, if the greedy mind's own sustainment relies upon that of others, they will become invested in maintaining them out of self-preservation. These are the conditions in which early humanity relied upon greed to survive.
While the majority of humanity can be weaned off greed's influence, there will always remain those so dominated by their own interests. By controlling their environment to simulate the hardships under which greed was developed as a survival mechanism, wherein their own survival is dependent upon the communal good, these slaves of greed can be compelled to act for the good of humanity without having been cured of the disease.
That is the goal towards which this system strives. A civilization of altruistic, society-oriented individuals unhampered by confrontation due to personal agendas is the only means by which the species can advance at near-one-hundred percent efficiency. Without greed, the individual will be committed solely to the species, and their every effort will be towards its improvement. Conflict, politics, theft, rape, murder, all these destructive practices will cease to exist. And that is the mission of the Civil Conglomerate.

"The hypocrisy of the Civil Conglomerate's meritorious citizenship principal is that it does not, as they claim, remove greed from man's hearts. It is greed that compels man to seek the comfort of civilization—even its advancement—and their system is simply a means of forcing people to earn its benefits through mandated contribution.
They are not doing away with greed, they are manipulating it to control mankind. The so-called "drags" are no more driven by greed than the citizens, but instead are a convenient target held in contempt to bear society's heaviest burden and keep the masses of citizens comfortable enough not to question their authority.
The Civil Conglomerate has even acknowledged this by stating that "the individual's want to personally enjoy benefits afforded by civilization must be forced to commit to earning them through contribution to the same. By this process, greed will turn from hedonism into duty, and from duty it can further evolve into altruism."
And while that may seem a noble endeavor, it must be realized that such "duty" and "altruism" are not the willing charity of the individual's heart, but rather the obedient subjugation of the masses' minds to their doctrine and power. They have quantified kindness in order to manipulate it to fit their own image and enslave humanity!"
